The next programme (2028-2034)

Horizon Europe ends in 2027 and the European Commission has proposed its successor, the EU's tenth Framework Programme for research and innovation, often referred to as FP10, to run from 2028 to 2034. This page summarises where the proposal stands and what York researchers can usefully do now.

The proposal

The Commission published its legislative proposal in July 2025, as part of the proposed EU Multiannual Financial Framework (MFF) for 2028-2034. As proposed:

  • The programme will keep the Horizon Europe name and run from 2028 to 2034;
  • The proposed budget is ~€175 billion, a substantial increase on the current programme's €95.5 billion;
  • The programme remains a standalone Framework Programme, but more tightly connected to the proposed European Competitiveness Fund (ECF) than previous programmes; and
  • The Commission has proposed adding a fourth pillar (European Research Area) to the current three-pillar structure.

Where negotiations stand

  • European Parliament: the lead rapporteur's draft report on the Framework Programme regulation was published in March 2026, opening parliamentary negotiations. Committee and plenary votes are expected in autumn 2026;
  • Council: member states agreed a partial negotiating position on the programme in June 2026 (partial because budget and horizontal questions sit within the wider MFF negotiation); and
  • The final regulation, budget and structure will emerge from Parliament-Council negotiation; material changes from the proposal are possible.

UK participation

The UK's current association covers Horizon Europe to 2027. Participation in the successor programme is subject to future UK-EU agreement. This page will be updated as the position develops.

What York researchers can do now

  • Apply to the final Horizon Europe calls. The 2026-27 Work Programmes run to the end of 2027, and projects funded now will run well into the next programme period. There is no advantage in waiting for the new programme;
  • Pre-emptively build and maintain European networks. Consortium relationships, coordination experience, and track record all carry directly into the successor programme; and
  • Contact your departmental team/Research Development Manager early if you are considering coordinating a bid.
