The argument that rehabilitation, rather than punishment, is the best way to treat drug abuse is becoming increasingly popular. Drug use is increasingly viewed as being a personal issue which the state has no right to interfere with, let alone make illegal. Yet what about the affect that drug use has on wider society? Would legalisation lead to an increase in the amount of drug users? Equally, what would a legalised drug industry look like?
