Rejoining Read and Publish deals

Earlier in the year, University Executive Board (UEB) approved a budget increase. The Library has now confirmed which Read and Publish deals it will be rejoining.
Which deals will York rejoin?

When will we have read access to new and recent articles?
All of these deals officially begin from January 2027, but the Library is negotiating early read access where possible. In all cases we will receive read access to articles published in 2025 and 2026 and in many cases the complete back file of the journal, as well as new content published from 2027.
What are the implications on publishing with the deals we are rejoining?
Our membership of the Read and Publish agreements with the publishers noted above begins on 1 January 2027. Articles accepted for publication on or after this date will be covered by the terms of the agreement.
It may be difficult to estimate how long you might wait between submission and acceptance of an article, so if you are unsure of the implications for a specific journal, please contact the Library for guidance.
Why are we not rejoining the Elsevier deal?
The Library did not receive sufficient funding to rejoin all of the major Read and Publish agreements, and prioritised the other deals over Elsevier’s Read and Publish agreement, due to the publisher's reluctance to engage with the sector's goals during the national renegotiation process but also due to the prohibitive and significant cost of this deal in particular. UEB has fully endorsed this approach.
An increasing number of institutions are withdrawing from the Elsevier agreement for similar reasons. We continue to subscribe to a number of individual journal titles from Elsevier and can keep this selection of titles under review. York authors can continue to publish in Elsevier journals as you do currently; open access publication can be achieved through various methods depending on the journal. Alongside these current and incoming deals we will be working closely with the Scholarly Publishing Group (a sub-group of University Research Committee) to define a position statement for York about scholarly publishing and to explore alternative and emerging publishing models beyond Read and Publish agreements.
