Graham Badman was until recently Managing Director of the Children, Families and Education Directorate for Kent County Council. He has had over 35 years of experience in education and children’s services as a teacher, headteacher, inspector and chief education officer.
In the wake of his school-based career, he joined Oxfordshire LEA as a schools adviser in 1985, becoming Chief Adviser to what was then the County of Avon in 1988. He became Director of Education in 1991 and in 1994 he took over responsibility for the reorganisation of local government in Avon, following the retirement of the Chief Executive and remained in Avon as Director of Education and Head of External Affairs, including Economic Development, until May 1996 when he re-joined Oxfordshire LEA, this time as Chief Education Officer. In July 1997 he was appointed as a Specialist Adviser to the Education and Employment Parliamentary Select Committee. Graham was a member of CNAA, Director of the Training and Enterprise Council from 1992-1997 and Chair of a Careers Company from 1993-1997.
Graham has had substantial international experience as a consultant and trainer. Former roles include Chairman of Westminster College, Oxford, Governor of Oxford Brookes University, chair of Waltham Forest Education Strategic Partnership Board and the National Primary Trust. Graham was Chairman of the Association of Chief Education Officers (ACEO) from April 2000-2001.
He is a Governor of Christ Church University, Kent, and a Council Member for the Kent & Medway LSC. He is a Governor and Trustee of three Kent academies and also a Board Member of BECTA (British Educational Communications and Technology Agency). He is currently a member of the Secretary of State for Children, Schools and Families’ 8-13 Expert Group and the Minister of State for Schools and Learners’ Home Access Taskforce. He is a member of Kent PCT.
Graham was appointed to the post of Strategic Director for the Education & Libraries - Kent County Council - on 1 January 2002, becoming Managing Director for Children, Families and Education from 1 April 2006, with additional responsibilities for child health services from September of 2007.
