We are pleased to share the publication of a new encyclopedia entry by Bernardo Rangoni, “Experimentalist Governance,” in the Elgar Encyclopedia of Business and Government. The chapter explores experimentalist governance as an increasingly influential approach to regulating complex and uncertain policy problems — but also critically examines its promises and pitfalls. Tracing the concept’s origins and distinctive features, the entry shows how experimentalist architectures have shaped EU market regulation in areas such as Big Tech (Google), Covid-19 vaccines, and state aid control. While highlighting the appeal of adaptive, revisable rule-making under uncertainty, the chapter also warns against treating experimentalism as a panacea, drawing attention to risks of technocracy, power imbalances, and capture.
