Abstract

NICE has gained a reputation for evidence based decision making and in particular the use of cost effectiveness analysis (CEA) results conducted from a healthcare perspective. In this presentation, we argue that in order to fully understand the consequences of new technologies for healthcare systems one needs to systematically include a) future unrelated medical costs (also called indirect medical costs) and b) changes in productivity of healthcare personnel. Implications of inclusion of these costs for CEA practitioners, decision making and value based pricing will be shown using case studies.

About the speakers

Werner Brouwer & Pieter van Baal

 

Werner Brouwer is Professor of Health Economics at the Erasmus School of Health Policy & Management (ESHPM), Erasmus University Rotterdam, the Netherlands. His research focuses on the methodology of welfare economic evaluation in health care, including its normative foundations and optimal decision rules. In that context, his work has covered topics such as the measurement and valuation of health and wellbeing, discounting costs and effects, equity weights, measurement and valuation of informal care, and measurement and valuation of productivity costs.
Pieter van Baal is a Professor of Public Health Economics at the Erasmus School of Health Policy & Management (ESHPM), Erasmus University Rotterdam, the Netherlands. His research focuses on the determinants of population health, consequences of ageing populations, simulation modeling  and the methodology of cost effectiveness analyses.
