Heslington East Parking Arrangements

HESLINGTON EAST CAR PARKING
Principles:
1. Parking in Heslington East is provided at Field Lane car park.
a. Users must either hold the relevant parking permit or pay for parking at the pay on foot machine
b. Access to the car park will be controlled by barriers
c. Members of staff who possess the relevant permit will be granted access to the car park via their KABA card.
d. All other users must take a ticket from the machine at the entrance to the car park and pay for parking at the pay on foot machine on exit.
e. Short stay parking of up to 45 minutes is free.
f. Parking in the car park is free from 1800 until 0800 and at weekends.

2. Access to the Cluster area is restricted to:
a. Disabled drivers, who must display a valid disabled badge or University of York disabled permit. (Spaces are not pre-bookable)
b. Booked In Advance spaces (a limited number of these are available) and must be booked in advance via the Hub reception. Members of staff are not permitted to use these spaces.
c. Deliveries (maximum stay 45 minutes)
d. Taxis (drop off) and emergency vehicles
e. Security and DECS vehicles
f. Buses using the approved bus route
g. Parking for other than disabled vehicles/ Booked In Advance spaces or vehicles authorised by the Zone FM/ Security Operations Manager is not permitted
h. Civil parking Notices (CPNs) will be issued for any contravention of parking regulations.

3. a. Control of the barrier system will in the first instance be the responsibility of the Hub reception staff
b. Staff will be trained in the operation of the ZEAG barrier system.
c. The operation of the ZEAG barrier system will be customer focussed.
d. If Hub reception staff are unable to deal with any issues, then control of the system will pass to the duty Security Supervisor
e. Staff will log onto the ZEAG system by means of a generic password and then follow the agreed operating procedures.
The overriding priority is to provide a fast, efficient, simple service that is totally customer focussed.

PARKING IN THE CLUSTER
4. There are limited parking spaces available in the Cluster area and the priority is for disabled users to able to park in this area. Parking in the Cluster area is therefore restricted to:
a. Disabled users displaying either a blue disabled badge or University of York disabled permit. Spaces are not bookable.
b. Authorised Booked In Advance spaces (maximum 10). Staff are not permitted to park in these spaces.
c. Security and DECS vehicles on University business.
d. Other vehicles as authorised by Zone FM/Security Operations manager
e. Emergency vehicles.
f. Parking for other than those outlined above is not permitted. Civil Parking Notices will be issued for any contravention.

5. Procedure for booking, Booked In Advance spaces is as follows-
a. A limited number of staff within departments are authorised to book Booked In Advance Spaces
b. The authorised member of staff emails Hub reception with a Booked In Advance Spaces request form showing:
c. Date/Time when bay is required
d. Visitors name
e. Reason for request
f. Vehicle details: i.e. make, model, registration mark
g. Authorisation: i.e. name, signature, email, department
Work order number
iH. The Hub reception is then responsible for sending an e mail confirming the above details to the originator, admn676 and Security Operations Manager
iI. A hard copy of the confirmation is kept at the reception
jJ. A copy of the request is forwarded to the Travel Plan Co-ordinator
k. Details of the booking will be entered onto the relevant Excel spreadsheet and forwarded to Finance.

 

 

 

Information for Staff Permit Holders Wishing to Park at Field Lane Car Park

Heslington East, Field Lane Car Park has a Barrier system installed. 

Heslington East Permit Holders should use their Kaba card provided to access the Field Lane Car Park. This will need to be presented against the barrier terminal to move the barrier arm into the open position. The same procedure is used to exit the car park. Permit Holders will still need to display their existing car park permit in the vehicle window. If the Permit Holder has already been issued a ‘Kaba’ card to access their offices etc, then the same card will be able to operate the barrier. This card will work without needing to carry out the daily card validating process..

If the Heslington East Permit Holder does not currently hold a ‘Kaba’ card a new card will be issued with your ‘paper’ parking permit.

If you lose your or forget your card, you will be required to take a paper ticket and pay as a visitor until your card is returned.

In the event of problems with your card exiting the car park there is an intercom button on the barrier terminal which is available 24 hours.

 

Information for Visitors Wishing to Park at Field Lane Car Park

Subject to space avalibility visitors seeking to park in the Field lane car park will be able to gain entry by taking a paper ticket from the barrier terminal. This will move the barrier arm into the open position and allow access to search for an available space. Before leaving the car park the visitor will need to pay for their parking at the pay on foot machine. The machine is located near the motorcycle storage at the bottom end of the car park. The Machine accepts £2, £1, 50p, 20p, 10p.  The charge will be appropriate to the length of stay. The charges can be found at http://www.york.ac.uk/admin/estates/transport/parking/paydisplay.html Please note parking is free from 6.00pm until 8.00am.

Visitors will then need the paper ticket to exit the car park - this needs to be inserted into the barrier terminal, and as long as the parking has been paid for, the barrier arm will operate.

Visitors are able to park in Field Lane Car Park for the maximum of 45 minutes without charge. The ticket will operate the barrier arm without having to be presented at the Pay on Foot machine as long as it’s within the allocated time.

 

Access to Buildings (Cluster 1) to drop off/deliver heavy objects etc

f access is required to drop off/deliver heavy objects etc. this will be available. To access the cluster, take a paper ticket from the barrier terminal. As long as the visit is no longer than 45 minutes you will be able to use the same ticket to exit the cluster without charge. If you feel that your drop off will take longer than 45 minutes then the Hub reception must be informed and prior arrangements made.

If the visit is longer than the 45 minutes, it is suggested that the Field Lane Car Park should be used. Any stay over 45 minutes on the cluster without prior arrangements will incur a Civil Parking Notice which is £50.00.

 

Parking for Disabled Visitors

Parking spaces are provided on the cluster for visitors who are blue badge holders. 

Pre-Planned Visitors

If you are aware of the visitor then the Hub reception should be informed as soon as possible so that a parking bay can be allocated and reserved for their entire visit (parking will be free of charge). On arrival, the pre booked visitor can either press the intercom and announce their arrival and the barrier arm lifted, or take a paper ticket which will allow access. The paper ticket will need validating by the hub reception to enable the visitor to exit the site for stays longer than 45 minutes or press the intercom and the barrier arm lifted to allow exit. 

Unannounced Visitors

If the visitor is unannounced, the visitor will need to take a paper ticket to access the site and before leaving get the paper ticket validated by the Hub reception or press the intercom and the barrier arm lifted to allow exit if the stay is longer than 45 minutes (parking will be free of charge).

 

Lakeside Barrier (Nr Traffic Lights)

Accessible only to the Unibus, Ub.1 and Emergency Vehicles. If access is required through these barriers then permission needs to be obtained from the Travel Plan Co-ordinator

Field Lane Car Park – Pre Paid Barrier Exit Tickets For Use By Departments

 

If you would like your visitor to be able to exit the Field Lane Car Park and not have to use the Pay on Foot machine you can get the ticket that the visitor has collected from the entrance barrier authorised by the Hub reception.

All requests for tickets to be authorised are through the Hub Reception. Please note this does not guarantee a parking space, spaces are on a first come, first served basis. 1 full working days notice is required (forms need to be with the Hub Reception by 9.30am to allow for processing). Tickets will be avalible the following day for collection from 10.00am. It may take longer to issue tickets during periods where there is high demand.
