When is hatred prohibited in International Law? What are the guidelines on the prohibition of advocacy of national, racial or religious hatred? When does hatred constitute an incitement to discrimination, hostility or violence?

The talk will present an understanding of legislative patterns, judicial practices and policies regarding the concept of incitement to national, racial, or religious hatred, while ensuring full respect for freedom of expression as outlined in articles 19 and 20 of the International Covenant on Civil and Political Rights (ICCPR).
