Terrorism (Protection of Premises) Act 2025 Task and Finish Group

Terms of reference

The Task and Finish Group will:

  1. Undertake a detailed analysis of the statutory requirements and implementation timelines set out in the Terrorism (Protection of Premises) Act 2025, specifically confirming the University of York’s classification as an Enhanced Duty Premise (EDP) and analysing the resulting obligations for security planning, vulnerability assessments, and training protocols.
  2. Map the University’s existing buildings, venues, and public spaces against these criteria to establish which premises will be subject to the new statutory 'Protect Duty' requirements.
  3. Evaluate the University’s current counter-terrorism security measures, risk assessments, and emergency planning protocols against the specific, more stringent Enhanced Duty compliance obligations of the Act, including the implementation of mandatory counter-terrorism plans and physical security improvements.
  4. Determine the financial, operational, and resource implications of achieving and maintaining full compliance with the Act, including capital expenditure and ongoing staffing requirements.
  5. Develop a comprehensive institutional action plan for compliance, detailing necessary amendments to University regulations, policies (e.g., Health & Safety, Estates Management), and procedures.
  6. Submit a final report to the University Executive Board (UEB) by April 2026 of its findings, providing a clear RAG status for compliance and recommendations for strategic implementation, resource allocation, and necessary policy changes.

The Group reports to the CONTEST Oversight Group.
