Dr Jed Meers

I am a Senior Lecturer at York Law School and Deputy Director of Research (Funding). My work runs across social welfare law and policy, administrative law, equality and discrimination law, and local government. It is mostly empirical, and pays close attention to the day-to-day work of the government departments, councils, tribunals and advice services whose decisions I study.

I am Co-Director of the Administrative Fairness Lab, which I run with Professor Joe Tomlinson. The Lab builds evidence on how law and process shape the performance of frontline public services, and looks for practical ways to improve how they are delivered.

Research

Overview

My research asks how people experience the state at the front line: how benefits are administered, how councils decide questions of council tax, care and support, and how administrative and equality law shape those encounters. Most of it is empirical, and much is done in partnership with the bodies whose decisions I examine.

A good deal of my current work runs through the Administrative Fairness Lab. Recent and ongoing projects include:

• An evaluation of fairness in the digital welfare state, centred on Universal Credit and funded by the Nuffield Foundation;
• Work on the impact of AI use by the public on administrative systems.
• A study of how local authorities design and enforce council tax support and collection; research on needs assessments under the Care Act 2014, and what makes them work for the people going through them;
• A strand of work on administrative fairness in frontline healthcare; and
• A set of ESRC-funded partnerships with City of York Council on the future of local welfare support.

Beyond these projects, I write regularly on discrimination and equality law and on administrative justice.
