COVID-19 and states of emergency

Ioana Cismas is the co-rapporteur of the International Law Association (ILA) Committee on Human Rights in Times of Emergency. Founded in 1873, the ILA works through international committees of scholars and practitioners from inter-, non- and governmental bodies to pursue its objectives of "study, clarification and development of international law, both public and private, and the furtherance of international understanding and respect for international law".

During the early days of the COVID-19 epidemic, Ioana has contributed to the work of the Committee by monitoring the unprecedented states of emergency measures undertaken by governments in response to the virus, and their impact on human rights. Her continued work explores socio-economic rights in times of emergency, and in particular in the context of the current COVID-19 pandemic.
