Academic Biography

Slobodan specialises in public management, public policy and regulatory governance, with particular interests in bureaucratic accountability and integrity policies. He joined the School for Business and Society in 2019, after completing a postdoctoral Marie Curie project at University College Dublin (UCD) which examined how oversight bodies deploy reputational strategies to shape the conduct of public institutions. Previously, Slobodan spent six years at the London School of Economics and Political Science (LSE), where he received a PhD in Political Science, an MSc in Public Policy and Administration, and a Masters in Research Methods (MRes) in Political Science.

Research

Slobodan's research interests lie broadly in all aspects of public administration and regulatory governance. He is particularly interested in determinants of organisational behaviour, primarily in how contextual factors, institutional design, and institutional leaders shape the behaviour of both regulators and regulatees.

His prior research has analysed the interplay between integrity institutions (anticorruption agencies, ethics commissions, ombudsmen, state audit offices, information commissioners) and government, with a focus on how the reputational strategies of the two sides impact on their exercise of accountability. His prior research on institutional accountability analysed a variety of other regulated sectors such as sports governance, gambling, media, competition policy, energy, and telecommunications.

Slobodan's geographical focus is diverse, spanning both the OECD world and non-OECD countries (transitional and developing regions). His doctoral thesis focused on the region of Western Balkans (Croatia, Serbia and Northern Macedonia), his postdoctoral Marie Curie project included West European (Ireland), Caribbean (Jamaica) and Latin American states (Uruguay, Costa Rica), and he has also conducted projects on international organisations with membership from all over the world. His research projects are usually comparative and often combine qualitative and quantitative methods.

Teaching

Slobodan is teaching on the school's online postgraduate programmes for public service professionals including the MPA and MA in Public Policy and Management. Courses include Public Management and Delivery, Leading and Managing Organisational Change, Strategic Planning, Project Management and others. He has previously taught on a range of undergraduate, postgraduate, summer-school and executive courses, in the areas of public policy, public management, regulatory governance and political economy at the London School of Economics (LSE), University College London (UCL) and University College Dublin (UCD).

PhD Supervision

Slobodan will gladly supervise doctoral theses in all areas of executive and regulatory governance, whether focused on OECD or non-OECD democracies. He is particularly keen to supervise theses focused on integrity institutions/policies, bureaucratic accountability, or public management reforms.
