Title of research:

Comparison of Current Models and Practices of Public Diplomacy and a New Model Proposal for Public Diplomacy: Fair Power

Brief overview of research topic:

Public Diplomacy has become the most important agenda of states and societies in the 21st century, where communication has gained great importance. Although traditional diplomacy continues to maintain its importance to a great extent, public diplomacy practices have started to play an increasingly critical role. Studies on public diplomacy, especially in the disciplines of international relations, communication, and social anthropology, are increasing. This study proposes a new model after comparing the public diplomacy models that have been put forward so far and the leading public diplomacy practices in the world. The proposed model is called "fair power". Fair Power: It is a model that covers all the conceptualizations of soft power, hard power and smart power and has much wider domains. The "fair power" model, which is put forward by considering public diplomacy not only from the perspective of communication or only from an international relations perspective, but also from an interdisciplinary perspective, also reveals method recommendations and institutional structuring models to be followed in public diplomacy practices.

The "fair power" model, which is based on the coordination of state and non-state actors based on horizontal integration, adopts a "trust-based, consent-based and equitable" approach, contrary to an understanding that aims at perception management in public diplomacy. At the same time, the "fair power" model is not a one-sided propaganda-based public diplomacy, but a two-sided and dialogue-based model that addresses all actors and uses digital platforms effectively.
