‘Managing’ value judgments in health economics modelling: philosophical and practical considerations

Abstract:

What does it mean to say that health economics models are “value-laden” and why does it matter? In this presentation, we will discuss these questions, along with philosophical proposals for how to appropriately manage value-laden decisions in science, such as those that arise in health economics modelling. Using a health economics model called LEAP (Lifetime Exposures and Asthma Outcomes Projection) as a case study, we will identify philosophical and practical challenges that complicate the idea of ‘values management’ in health  economics modelling and consider to what extent those challenges can be overcome. Finally, we will review a proposed process for managing value-laden decisions in the LEAP model project, analyze its benefits and shortcomings, and consider the significance of patient and public participation in the process.
