Pharmaceutical policy and economic evaluations lost in political economy: Case study of Croatia

Abstract: Efficiency and transparency of pricing and reimbursement (P&R) rules and procedures as well as their implementation in South-eastern Europe lag substantially behind Western European practice. This mosaic seminar aims to shorty present the P&R framework in SEE with the focus Croatia. Next, I will discuss the results of the analysis conducted for the World Bank on Croatian healthcare system with the focus on future development in the pharmaceutical policy and regulation (with a special focus on the oncology sector). In attempt to contribute to improving the P&R framework in Croatia, I will discuss our recent work on the ICER threshold and the related equity-related considerations (based also on the inputs from the past funding decisions and the interviews with stakeholders). Finally, I will discuss our future research agenda involving indication-based pricing and wrap up with a few notes on the political economy and the usefulness of ICERs in European jurisdictions where the institutional capacity in the area of health technology assessment is limited.
