Abstract: In this talk I will define the overarching objectives of pharmaceutical policy concerning innovation, access, and affordability. I will then review the health and industrial objectives of pharmaceutical policy, identifying the shortcomings of the current policy landscape in meeting these objectives. Finally, I will outline four key design principles for building a more coherent pharmaceutical system that better balances the innovation, access, and affordability aims of pharmaceutical policies.
