The Ecology of Translation Games: A Theoretical Perspective on a Case Study of Distributed Collaboration to Enable Public Internet Access

This paper provides a new theoretical perspective developed from a case study of the distributed process of collaboration involved in building an Internet infrastructure within Minsk, Belarus. Combining the perspectives of the ecology of games and the sociology of translation, the authors are able to interpret the goals and processes behind the construction of a residential Internet infrastructure in a developing country context. The proposed framework is helpful in capturing the complexity and unpredictability of the cross-organizational relationships among the traditional and new actors embedded in this particular case, but also suggests the more general applicability of the ecology of games to understanding the translation processes shaping the social, economic and political processes of infrastructure development in telecommunications.
