Tom Hart
Honorary Fellow
Tom Hart is a Research Fellow at the Overseas Development Institute (ODI). He is an expert on budget reform, fiscal decentralisation and health financing and has published widely on public financial management and health, public investment management, urban finance, and aid and budget support in fragile states. He has substantial experience of research and working with governments and donors in Kenya, Malawi, Nepal, Somaliland, South Sudan, and Uganda. Tom also co-leads the Politics, Governance and Ethics strand of the GCRF-funded project, Thanzi la Onse (Health for All) with Jean Grugel and colleagues at the College of Medicine, Malawi.
Prior to joining ODI, Tom lived and worked for seven years in Kenya, South Sudan and Uganda, where he worked as an ODI Fellow in the Budget Directorate in the Ministry of Finance in South Sudan and subsequently as a consultant for the African Development Bank, USAID, the World Bank and ODI’s Budget Strengthening Initiative. He started his career in the UK at HM Treasury.
During his time at IGDC, Tom will continue to work with colleagues from the IGDC and the Centre for Health Economics to bring an interdisciplinary perspective on the challenges of improving health services in low and middle-income countries.
