A workshop to refine a proposed analytical framework for incorporating concerns about health inequality into cost effectiveness analysis. Key issues for discussion include the applicability of methods from the income distribution literature to evaluating health distributions, the incorporation of insights from the literatures on the determinants of health and equality of opportunity for health in order to help distinguish fair from unfair health inequality, and the challenges of applying the framework in practice given limited evidence on the distribution of health effects.
