The paper considers the changes to the types and causes of hazards caused by automation in driving systems, particularly challenging the notion of human control as a primary basis for hazard mitigation. An enhanced vehicle control model (VCM) is defined, which extends the notion of controllability and joint cognition for highly automated tasks.
