The York team

Specialists in their field, several have key advisory roles in government and not-for-profit organisations within the UK and internationally.

The academic team at York contribute to the programmes in a number of ways: as writers of course material, as module tutors and supervisors, as researchers and consultants. Like you, they bring a wealth of practical experience and insight to the programme.

Professor Matthias Beck Professor Matthias Beck specialises in Public Sector Management and is currently a senior lecturer in the York Management School. His research interests include: risk management and risk regulation, public-private partnerships and state-business relationships in transitional and developed economies.

Professor Jonathan Bradshaw CBE Jonathan Bradshaw has worked in the field of Social Policy for over 20 years, including as an advisor to Save the Children, UNICEF, the OEDC and numerous British government departments. He is currently advisor to the House of Commons Work and Pensions Committee.

Professor Stephan Haggard Stephan Haggard is a professor at the University of California, San Diego Graduate School of International Relations and Pacific Studies. In July 1997 he became Director of the University of California’s Institute on Global Conflict and Cooperation, where he chairs the Northeast Asian Cooperation Dialogue. He has been a consultant to the World Bank, the United Nations Conference on Trade and Development, and the OECD.
Dr Tim Jacoby Tim is a senior lecturer at the Institute for Development Policy and Management at the University of Manchester, and their Programme Director for the MA/Msc in International Development. Tim has worked extensively in the policy arena and has collaborated with various development agencies in West Africa, the Middle East and within the UK. His research interests include issues of state development, conflict analysis, nationalism and reconstruction.
Dr Alp Ozerdem Dr Alpaslan Ozerdem teaches in the areas of post-conflict recovery and the politics of humanitarianism within the Post-War Reconstruction and Development Unit (PRDU) at the University of York. With field research experience in Afghanistan, Bosnia-Herzegovina, El Salvador, Kosovo, Sierra Leone, Sri Lanka and Turkey, Dr Ozerdem’s research interests centre on post-conflict reconstruction, re-integration of former combatants and disaster management.

Professor Jeremy Plant Jeremy F. Plant is Professor of Public Policy and Administration in the School of Public Affairs, Penn State University, where he teaches the graduate programme in Public Administration. He has published widely in leading journals including ‘Public Administration’ and ‘Public Policy’ and is the book review editor for ‘Review of Policy Research’. Recent publications include works in the area of ethics codes, standards of conduct and transportation security policy.
Ellen Roberts Ellen Roberts is Director of the online MPA. Much of her career to date has been in the UK civil service, where she has held management and policy posts in a range of Departments. Her key interest is in how organisations can foster and develop the potential of their staff, and the role in this of professional development programmes.

Dr Carolyn Snell

Dr Carolyn Snell is a lecturer in the Department of Social Policy and Social Work. She holds a B.A. in Politics and English Literature, and an M.A. and PhD in Social Policy. She specialises in environmental policy, sustainable development, local government and public participation. Between 2004-2007 Carolyn worked as a researcher for the Stockholm Environment Institute on a number of Engineering and Physical Sciences Research Council (EPSRC) funded projects. As of December 2007 Carolyn is jointly managing the York element of a Big Lottery Fund supported project 'OPAL' that focuses on perceptions of environmental problems in deprived communities.
