Kevin Hall was interested in the gap between policy aims and delivery outcomes

Whilst working as a practicing manager, I began to question the ways in which government, and those implementing government policy, developed those policies and implemented them. In particular, I was interested in the reasons for the perceived gap between policy aims and delivery outcomes, as intentions were translated in to practicalities by administrators and managers. This motivated me to study at masters level and beyond and, subsequently, to teach related subjects to like minded managers.
