The project addresses the following research questions:

  • How effective have the diversion and/or prevention activities been in achieving the aims/objectives of the Hostels Decommissioning programme?
  • How effective has the partnership approach been in implementing the Hostels Decommissioning programme?Were the assessments in terms of aaccommodation and support options appropriately made?Were the accommodation placements identifed as transitional or permanent? Have they been sustained?
  • How accurate was any assessment of the risk of repeated homelessness?
  • What gaps still exist in terms of accommodation and support services?
  • What support in terms of training, work, education and life skills was offered?
  • What lessons could be learned from the experience of the partnership?
  • Was the overall experience of homeless applicants a positive process to go through?
  • What is the experience of those who had re-entered the homelessness system and what led to this?
  • How successful has the partnership approach been in improving the experience of those presenting as homeless post hostel closure?
  • How does the approach compare with that adopted by Scottish City Councils and what are their respective merits?

Research took the form of qualitative interviews and/or focus groups with a range of key informants from the partnerlship and from those closely involved in its work. In addition there was analysis of data from a range of relevant sources.
