This project consists of an analysis of the
impact of devolution on housing policy and
outcomes for poorer people throughout the UK.
The research will cover a range of
themes, including:
- the key pre 1999 differences in housing
policy and priorities between the four countries
- the governance of housing after devolution:
what’s devolved, and what’s not; the range
of housing-related powers/ policy instruments
available to devolved administrations (noting
that these vary in significant respects)
- the aims of housing policy since devolution
in each of the four countries; comprising
a review of formal policy positions since
1999, drawing out those which are of particular
relevance to poorer people
- public spending on housing since 1999
across the four countries
- the common and/or differentiated impact
of reserved government policies across the
four countries since 1999, e.g. taxation
and fiscal policy (including public spending
framework); financial regulation; tax credits,
Housing Benefit, ISMI, etc.
- the common and/or differentiated impact
of economic and social trends across the
four countries since 1999.
